The Disaster Relief Fund (DRF) is an appropriation against which FEMA can direct, coordinate, manage, and fund eligible response and recovery efforts associated with domestic major disasters and emergencies that overwhelm State resources pursuant to the Robert T. Stafford Disaster Relief and Emergency Assistance Act.

How do I appeal a FEMA decision and win?
FEMA cannot process your appeal via email. But you can submit an appeal from your computer. To do so, open a Disaster Assistance Center (DAC) account at www.disasterassistance.gov. Once your account is open, you can update your current contact information, upload your appeal documents and review letters from FEMA.

Can I sue FEMA?
Though you can sue FEMA in court without ever filing an appeal, it may be an easier (and cheaper) first step to at least try to work out the issue with FEMA first. Keep in mind that after FEMA gets your letter, they might ask for more documentation through a follow-up letter or a phone call.

Applicants can appeal any FEMA decision. Appeals must be made in writing and sent by mail or fax to FEMA within 60 days of receiving the letter. Appeals, pictures and documents can be faxed to 800-827-8112 or uploaded to your FEMA account.
Can I apply for FEMA if I was denied?
A: No. If all of the FEMA application requirements have been satisfied and your application has been denied, you must appeal the denial within sixty (60) days from the date of the FEMA denial letter. You should not reapply for FEMA assistance.
